KARAPATAN- Negros | #222 Ilang-Ilang St., Brgy. Bata, Bacolod City | Tel. No. 4535176| Reference: Fred Caña, Secretary-General, Karapatan-Negros | August 30, 2010, marks the 27th year of remembering the victims of enforced disappearances. Families and relatives continue to seek justice while they long for their loved ones to be home again.

The number of victims of enforced disappearance rose to 205 under the administration of Gloria Macapagal-Arroyo. In Negros alone since 2001-2009, we have documented eight cases of enforced disappearances.

The latest victims are cousins Razel and Jason Pelayo of Cadiz City. Families and friends of the Pelayos are still wandering in search for the missing loved ones. Karapatan-Negros and Hustisya-Negros are disappointed that the Aquino regime has not condemned state perpetrated violations and does not even mention how he would address the human rights violations under the past administration. So much so, to end the culture of impunity. It is also disappointing to know that he even approved the extension of the counter insurgency program Oplan Bantay Laya II which is responsible for many enforced disappearances in the country.

Today, as we commemorate the International Day of the Disappeared, we pose a great challenge to the Aquino regime to end impunity and end state sponsored political killings and enforced disappearances. In 62 days of his administration, we have already recorded six victims of extra-judicial killings and political repression intensifies as the day passes.

A big question posed to Pres. Aquino is until when shall we wait for justice?  While our loved ones remain missing and their abductors are still free.

In line with this, as we commemorate the 27th year of UN declaration of the International Day of the Disappeared, Karapatan-Negros and HUSTISYA together with different sectors will hold a Lithurgy and Candle Lighting at the Fountain of Justice(old city hall), Bacolod City at 5 pm today.

JUSTICE TO ALL VICTIMS OF ENFORCED DISAPPEARANCES!
JUSTICE TO ALL VICTIMS OF HUMAN RIGHTS VIOLATIONS!
END IMPUNITY!
